Moving a hole in CAD may take minutes. Implementing the same change after material has been cut, parts formed and surfaces finished can involve a different set of decisions.
The purpose of change review is not to discourage design improvement. It is to establish which orders and physical parts are affected, what can legitimately be reused, and what evidence is needed before production continues.
Locate the work before estimating the cost
Ask for the actual production state of the affected items. Do not estimate exposure from the purchase-order quantity alone.
| Stage | Questions for review |
|---|---|
| Material allocated | Can the stock still be used for the revised design? |
| Blanks cut | Are existing openings and edges compatible? |
| Parts formed | Will a new feature remain accessible to manufacture? |
| Joined or assembled | Does the change affect the larger assembly? |
| Finished | Is approved rework possible without unacceptable finish effects? |
| Shipped or integrated | What customer-side containment or replacement is required? |
This is a review framework, not permission to rework parts without approval.
Separate four categories of cost
First, there may be engineering and programming effort. Second, tooling or fixtures may need modification. Third, material or work already completed may require disposition. Fourth, inspection, samples and documentation may need to be repeated.
Logistics, expedited processing or line disruption may also matter under the actual contract. Ask the supplier to identify assumptions rather than applying an unexplained blanket surcharge.
A simple planning example: 20 finished covers and 30 uncut blanks are affected by a new connector opening. Those groups do not automatically have the same disposition. The finished covers need a technical rework review; the uncut material needs a suitability review for the revised flat pattern.
Do not assume rework preserves the approved design
Enlarging a hole, adding an opening or moving a bracket may affect edge distance, finish, fit or the required mechanical performance. Approval should address the actual revised condition, including any abandoned features that remain.
If a finished surface must be repaired, apply the project’s cosmetic and functional criteria. A visually acceptable touch-up is not universal evidence that the original requirements remain satisfied.
Establish a clean change boundary
Identify the last acceptable old configuration and the first required new configuration by the agreed order, lot or effective point. State whether old stock is permitted, prohibited or awaiting disposition.
Notify the relevant parties: engineering, purchasing, supplier production, quality, receiving and assembly. Updating the CAD file without updating the purchase order or BOM leaves the manufacturing instruction incomplete.

Define the verification needed to restart
A change may require a targeted dimensional check, updated fit-up, revised finish review or a new first article. Select the scope based on the changed requirements and their dependencies.
Do not call an entire assembly requalified merely because the changed hole was measured. Conversely, do not require unrelated tests without explaining the requirement. The responsible design and quality authorities should approve the verification plan.
Put the agreement in the commercial record
The change authorization should identify the new released documents, affected quantities, disposition of existing work, agreed charges, schedule assumptions and restart approval. Preserve the relationship to any concession or rework instruction.
For medical equipment metalwork and enterprise rackmount chassis, change control is most effective when the technical and purchasing records move together. That reduces ambiguity; it does not remove the need for project-specific review.
